The White Paper on Gastronomic Tourism in Tortosa is a project by the Tortosa City Council within the framework of the Tourism Sustainability Plan in Destinations, Tortosa, the Past is an Adventure, funded by the Next Generation funds. Its goal is to position our city as a benchmark for sustainable gastronomic tourism by promoting its rich culinary heritage and gastronomic identity. With this initiative, we aim to share our gastronomic heritage with visitors and residents, based on local products, sustainability, and respect for tradition.

The white paper is divided into two distinct parts: Identity and gastronomic heritage in Tortosa and Action plan and best practices for gastronomic tourism in Tortosa.


This first section explores the local products and traditional dishes that define Tortosa’s gastronomy. It highlights the connection with the Terres de l’Ebre, where many ingredients and recipes are shared with the region, although they have their own characteristics and histories in Tortosa, a result of its historic role as the capital of southern Catalonia and an economic and distribution center. This section includes the identification of around twenty products, including olive oil (DOP Baix Ebre-Montsià), clementines (PGI), rice baldanes, Delta rice, and Creo chocolate. It also includes more than 60 traditional recipes that have been passed down through generations.


The second part includes an Action Plan and Best Practices. In this section, the document offers a strategic plan to consolidate Tortosa as a gastronomic tourism destination. The foundations for creating a quality gastronomic brand and the associated values, such as sustainability and respect for culture and the natural environment, are defined. In addition, concrete actions are proposed to promote this offer, including the creation of a calendar of gastronomic activities and events, workshops and tastings for professionals and the general public, as well as communication initiatives to enhance Tortosa’s image in this field.
