The White Paper on Gastronomic Tourism in Tortosa is a project by the Tortosa City Council as part of the Sustainable Tourism Plan for Destinations “Tortosa, the Past is an aventure,” funded by the Next Generation funds. Its goal is to position our city as a benchmark for sustainable gastronomic tourism by highlighting its rich culinary heritage and gastronomic identity. Through this initiative, we aim to share with visitors and residents our gastronomic heritage, based on local products, sustainability, and respect for tradition.

The White Paper is divided into two distinct parts: Identity and Gastronomic Heritage in Tortosa and Action Plan and Best Practices for Gastronomic Tourism in Tortosa.


The first section explores native products and traditional dishes that define Tortosa’s gastronomy. It highlights the connection with the Ebro Lands, where many ingredients and recipes are shared with the region, although they bear unique characteristics and histories in Tortosa, shaped by its historical role as the capital of southern Catalonia and an economic and distribution center. This section identifies around twenty products, including olive oil (DOP Baix Ebre-Montsià), clementines (IGP), rice morcillas, Delta rice, and Creo chocolate. It also compiles over 60 traditional recipes passed down through generations.


The second part includes an Action Plan and Best Practices. This section outlines a strategic plan to establish Tortosa as a gastronomic tourism destination. It sets the foundation for creating a quality gastronomic brand and its associated values, such as sustainability and respect for culture and the natural environment. Moreover, it proposes concrete actions to promote this offering, including creating a calendar of gastronomic activities and events, workshops and tastings for professionals and the general public, as well as communication initiatives to enhance Tortosa’s image in this domain.
